Ticket concerning specific customers

Hello,
I’m wondering if their is anyway you could submit a ticket, as either a admin, supervisor or agent, which has a specific customer(s) as target?
Say you want to submit a ticket as a supervisor agent which concerns a specific customer and you therefore would like the customer to be notified as well being able to follow the tickets’ process.
However, I do appreciate your plugin and hope their could be a solution to what i’m trying to achieve.
