You can simply achieve it by adding the USER ROLE MANAGER plugin. You can modify which user role can submit a ticket and which cannot through the user role manager.

I reviewed
the Ticket Engine page and it seems that it’s meant to trigger actions “after” a ticket was already submitted. In my case I want to only allow, while submitting a ticket, selecting certain “Ticket Types” for particular Roles and hide some “Ticket Types” for other roles.

Yes, that is right. It routes the ticket after submitting it. You want to allow certain tickets to be opened on the basis of ticket type. Right now, we do not have this feature. If you are interested please fill this form with all you need and we will check the feasibility and get a quote for you.
