Time keeps shifting with each update

    Do you mean the time resets after you save the event, or the time dropdown box doesn’t allow you to select the correct time?

    The dropdowns allow me to select. When I hit UPDATE the times may change, they may not.

    When they do change they maintain the 2-hr interval. So, it’s not completely random.

    hmm, did you mean that sometimes it’s working and sometimes not?

    Correct.
    Right now, the times is right. But I’m wary. If I find a typo or need to change a detail, when I update, the time may change, it might not.

    some users have come accross this before and the issue was always another plugin or theme screwing up the time-picker. I can’t remember which ones specifically but would be worth deactivating them temporarily to see if it helps.
