There is currently no direct feature to allow a time zone entry in the form. You can opt for using a time picker field and perhaps adding the instruction of the user to add the best time for them and have a previous select field with different time zones, so you are aware of which is the time zone the time picked is associated with.

You will see your submissions with the timestamps that relate to the time zone set in the site’s general settings.
