title tags and descript tags- basic question

hi folks
i have just started into WordPress and being looking on line at the tuts, like the workflow, themes, community and general vibe about it 🙂
I have one question that i think is simple enough,
I read that to add title tags to a clean install of WP you need to install the SEO title tag plugin, so I looked at this one as it keeps popping up in my searches http://ww.wp.xz.cn/extend/plugins/seo-title-tag
I have 3.01 installed but according to plugin page is only used on version 2.3 -2.7
Must i install a plugin to have title tags, if so what plugin should i use, I have an self hosted install of 3.01.
hope i haven’t overlooked something basic
