Toggle Field – Conditional Logic (overrule)

we use the pro version. But this question also affects the free one. We have a toggle button above the form (Yes/No). The default is ‘No’. If the user sets the button to “Yes”, a form is displayed with some mandatory fields (*).
The purpose of using that kind of button at the top is to close a previous filled out form. E.g. a user would like to deactivate his profile. He selects ‘No’ (default) and simply confirms the ‘Send’ button. (The ‘view’ uses the Toggle option as the primary filter.)
We tried section, but that doesn’t work either and indicates open fields.
Is there a way to disable certain fields based on another field?
How do we do it without having the user filled out the form first – just to be able to set that toggle button to ‘No’ at the end (bottom)?
