The Hustle plugin can have Pop-Up, SLide-in, widget and embed features.
To Achieve something similar with the Hustle plugin, you can try creating a slide-in opt-in coming from the top of a site and change the width to full width with custom CSS. Or you can set custom width and height through the opt-in settings.
Create a Slide-in, in the Appearance tab, enable Custom Slide-in Size and add width and height in px. Please see this screenshot:

Go to the Behavior tab and choose the slide-in position from the top as shown in the screenshot:
