Top-up access

Hi. I am trying to make a pot sum system for a customer where they will be able to use a certain amount of money every year, i would like to add a role for the person responsible for that amount of money to enable them to add funds to the wallet without any form of payment method (which you can through the admin panel) without granting them access to the admin panel.
is there a way to do this?
