Transient data sets to zero

I keep noticing that counter for pending users will disappear, seemingly randomly. At this same time, no users will appear under the pending, approved, or denied listings. There are over 1200 active users on the site. I checked the transient and it reads –
a:3:{s:7:”pending”;a:0:{}s:8:”approved”;a:0:{}s:6:”denied”;a:0:{}}
When I delete a user, or a new user registers, the correct transient value is restored (way too long to post here with this many users).
What could cause this? Again, the transient is not being deleted, but rather its values are setting to zero.
