How I translate to plugin?
I have problem with my language (Hebrew), I created events and categories but I see “????” in stand of the category name, event name and description

You can create a translation file in your language at https://translate.ww.wp.xz.cn/projects/wp-plugins/spiffy-calendar.

You can export the latest translations for Hebrew at https://translate.ww.wp.xz.cn/projects/wp-plugins/spiffy-calendar/stable/he/default

OK, will this fix the problem seeing ‘?????’ and not the correct word?

Actually, I mis-read your question and the problem is not due to the translations. I am not familiar with Hebrew. The text fields are stored in the database using the default character set for your server.

Can you provide a link so I can take a look at what you are getting?

I believe the default character set is incorrect for Hebrew. I will make a release to force the character set to utf8_general_ci which should work for Hebrew.

Please try version 3.5.6 which contains a correction to the character set.
