That is a fantastic question! Public plugin translations is a brand new feature of WordPress, and it’s new to me as well.
I am going to say both, because when Stable reaches 100% then language packs are automatically downloaded when the released version of the plugin is installed.
However, also Development, because if it’s not 100% and I release a new version, that language would suddenly disappear from the installed plugin!
I think that the system will automatically copy common phrases between Stable and Development so your effort is not duplicated.
Yes that’s correct! I’ve added a test string in both stable and dev and the stable copied over – so guess that’s the way to go
I’m confused. According to the translate site stable is v1.6.23 but it’s not. Stable is v1.6.24. I also added Strings to stable and they didn’t copy to dev. So I’m going to focus on dev only from now on.
