Since different years to localize a plugin is not required anymore to localize a file but you can do it from ww.wp.xz.cn itself.
Go on https://translate.ww.wp.xz.cn/projects/wp-plugins/glossary-by-codeat, select the language that you want to localize and use the that interface to localize. Later the community will review the strings and everyone with that language will use your localization.
In the meantime that you are waiting the review you can download from the same page where you are localizing the po file.
The problem is, that I am, as a semi-pro translator, use a software which includes my precompiled pool of expressions, etc. So a pot file would be very helpful. I can download a .pot file from the page you submitted. How can I use those file, until You include it in Your plugin?
