Translation bugs

There is a bug in translation files or maybe 2:

One

Texts changes section has 1 untranslatable phrase (ORIGINAL):

Only registered users can vote. <a>Login</a> to vote.

because source text in PO (Poedit, Loco) looks different or is not conected:

Only registered users can vote. <a href="%s" rel="nofollow">Login</a> to vote.

Two

Any new language created in Loco is 100% translated because is in Russian. Should be only in English (left panel) but in the right panel you always have Russian.
