Translation issues would not be the result of a plugin problem. Most issues with translations are related to the configured destination for the translation file.

If you’re using a tool like Loco Translate, make sure you save the translation file in the recommended directory.

You should contact the translation plugin developers that you’re using as this isn’t an issue with the PayPal plugin. The PayPal plugin correctly provides that string as translatable in the POT file.

You can also remove that message using the Show Popup Icon and Text option on the PayPal Settings page.

The most common issue with translations not loading is because of where the translation is saved. Make sure you save the translation file in the location recommended by your translation plugin.
