I have the same problem, I had translated in Italian and only the manu changes to Italian the rest remain in English.
How can we solve it?

Would you be able to share what version of WordPress you are using? Using 5.2.1, I am able to successfully load translations.

Please also go to /wp-admin/update-core.php, scroll to the bottom, and click “update translations” to make sure you have the latest files.

So I use of all the latest version (WordPress & Plugin). With me only English is displayed. On the left side of the WP sidebar the menu entries are displayed in German. The rest remains in English.
My language file is located once in /wp-content/languages/plugins/ and then again in /wp-content/plugins/woocommerce-admin/languages/. Both paths bring nothing.
I have the same situation here, WordPress 5.2.1, all menu entries in Italian the rest remains in English.
Still looking forward for a solution.

I saw that there was the file woocommerce-admin.php that there are texts in English.
But it says: / * THIS IS A GENERATED FILE. DO NOT EDIT DIRECTLY. * /
So thank you to tell us how to translate WooCommerce Admin in his own language.

Unfortunately, nothing had changed in the last update in this respect. Too bad.

I can also see that it has been merged. Please update the extension to the latest version, when the next update has been rolled out.

So now I have the latest version (of a few hours ago) on it. Some things are already displayed in German, but not everything. Would be nice if the rest could be added.
