I have tried to download and place the Danish translation files in both wp-content/plugins/subscribe2 and in wp-content/plugins/subscribe2/languages (after creating the directory)
Still text on the control panel and on public facing pages is in English.

Which files did you use?

Is the correct language code set in your wp-condig.php file?

I got the file using
wget https://plugins.trac.ww.wp.xz.cn/browser/subscribe2/i18n/da_DK/9.2/subscribe2-da_DK.mo
directly in wp-content/plugins/subscribe2/

and wp-config.php has
define (‘WPLANG’, ‘da_DK’);

.. and every thing else is in Danish.

I think your wget call might have created a corrupt file as it may well contain HTML.

Try a manual download or use this link:
