That looks like your admin CSS isn’t loading properly.
Right click, select inspect, and check the console for errors. If you see any, let us know.
This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.

Thanks, there is an error occurring. I did all that you mentioned and the issue still occurs. At first I was getting a type error in the console but now it won’t show. I have tried adding new content on Internet Explorer, FireFox, Safari, and Google Chrome. I get this issue in all browsers.
OK, it may be that you have a corrupt file. Download a fresh copy of WordPress from ww.wp.xz.cn, unzip it, and upload it via FTP, overwriting the files you have. (Your content will not be lost.)

Sorry for the late reply, I was able to do as you said and that did not correct the issue. I checked similar sites that I have installed on my web hosting account and they do not have this issue.
You said you have an error showing in the console. What’s the error?

It was a trouble loading error, however upon trying to use the Inspection option to get the error. The problem corrected it self, I guess I had to wait awhile for the problem everything to update or whatever.
