Is it just a mistake or has twentyThirteen been dropped ?
I think you’re mistaken. I’ve just downloaded the latests nightly zip file and Twenty Thirteen is still there in the archive.

yes Twentythirteen is in the archive, but the welcome page after an update announces twentytwelve as the default theme :

My guess is that’s just a mistake and has not been updated.
Looking at Make WordPress Core I do not see anything that indicates that Twenty Thirteen’s plan has been changed.

This was brought up before. It’s not a mistake, the Welcome page is just not updated yet. It will be updated before the final release.
