Yes, this is a known issue. Twitter suspended access to their API. You can find more details here:

We will update once we have more information about a resolution, but we’re not sure how long that will take.
We are aware of issue and are looking into it with Twitter, but at this stage we don’t know when it will be fixed. We’re working with Twitter to find the best solution possible.
This is likely due to recent changes Twitter introduced related to how content is shared.

Hey @jonahcoyote – There is a good news for you that the earlier reported service disruption for Twitter has been resolved.
Twitter is working again for Jetpack Social and all other Jetpack functionalities that depend on Twitter.
Could you please check the same on your side and let us know if it working on your side?
