Unable to activate plugin

I have installed the plugin but even after I activate it, the plugin is not activated. When I try to opt-in it says you don’t have permission to do so.
I even tried downloading the plugin and uploaded it, still, the plugin is unable to activate it.
I deleted the plugin, I retried many times, yet the plugin isn’t working.
Any help would be highly appreciated.
