By default there shouldn’t be any restrictions with the plugin activation. You need to make sure that you uploaded the latest version of the plugin and have proper server limits, also try to check by temporarily deactivating extra third-party and caching plugins as well > [doc]

The more I am researching the issue, I wonder if it has to do with not being on an Apache server. If the module mod_rewrite is called during install, I suspect it fails. I use OpenLiteSpeed which has rewrite capability built in and the module itself does not seem to natively work with it, as many of the other php modules do. I’m not an expert on this, so I’m still digging.

You can also test with your staging site by disabling all plugins. If the plugin works there correctly and without problem. The issue will be in one of your plugins.

So here is what I have discovered: the Cost Calculator insta-fails (fatal error) when activating while the Folders (https://ww.wp.xz.cn/plugins/folders/) plugin is active.
If Folders is deactivated, Cost Calculator can be installed and activated. Folders can then be re-activated afterwards.
I have only gotten here just now and have not been able to test the plugin further to see if other incompatibilities occur.
Totally incompatible with the Folders plugin. Unfortunate as Folders is a very popular and vital plugin.
They cannot run together and Cost Calculator is the one that bows out with the fatal error.
