Please check if any user role manager plugin installed on your website and its settings.
I think its, because of limited user role assigned to you.
To enable plugin settings required Administrator role.

There is no plugin for any type of role management.
I would think with the admin access that I have I should be able to alter anything.
Is there any way to limit plugin installation from the hosting site? And if so, would that limit even the admin?
The organization I am working with do not have any credentials for any type of FTP or hosting service.
Then the organization needs to obtain those credentials. If they are the Owner of the Hosting account they have every right to have full access to said account; such as the Hosting Control Panel and FTP. If they are not the Owner they need to contact the Owner and get access information from them. Or have the Owner make changes you cannot.
And yes, there is a way to prevent ability for Plugin and Theme changes. That is done through the ‘public_html/wp-config.php’ file which can easily be accessed through either access method mentioned above. Although there are plugins that can give access to ‘wp-config.php’ file, in this case account access is more important.

The permissions of any individual user can be altered and specific privileges added or removed, irrespective of the role.
Did you set up the site yourself? If not, have you been in touch with whoever gave you the login credentials?
Are you able to share your website address? And can you share a full-page screenshot of the dashboard (you can blank out the username/photo)? I want to rule out the possibility that you might be on a Multisite network!

@gappiah The multisite network crossed my mind. What am I looking for to see if it’s multisite? I’ve read about a network setting in tools but that option is not available when I go into tools.
I did not set up the site. I am helping out someone I know in the organization.
