Unable to install multiple domain

Performed all steps in https://support.godaddy.com/help/article/6143/enabling-wordpress-multisites.

At the end of the steps, the menu(Tools) does NOT display a menu option(Network), I have repeated the steps twice with the same result.

HELP!!!!
