unable to update/download/install

I have tried on countless occasions to update to the latest version of wordpress and download and install plugins. However, every time I attempt to do so I get the following message:

Downloading update from http://ww.wp.xz.cn/wordpress-3.3.1.zip…

Download failed.: Could not create Temporary file.

Installation Failed

Any help much appreciated.
