Unable to use Export

    Hi,
    I use the administrator account but, On-line or with localhost, either with 3.9.7 or 3.9.8 (I don’t try older versions), the export functionality leads to the error :
    “Sorry you are unauthorized to download this file” and the message don’t display a link to download.
    How can I obtain a full data backup ? Where is the zip file ?

    make sure your web temp folder is accessible by the web user. This has nothing to do with WordPress this is a system level change.
