Unable to verify website

Hi I was blacklisted by norton, and to get myself removed from that list, I have to add a meta tag to homepage, but zerif lite will not let me edit any html. I tried the “Verify Ownership” plugin, and it is still not working. My other option is to upload a file to my main domain. Sorry for noob question, but how do I go about doing that? When I select upload media it defaults to mydomain.com/wp-content rather than main directory, and won’t let me change the url. Thanks in advance.
