I am little confuse as this firewall only blocks the request or it blocks the ip ?

I was testing with ?test=hack%00 it blocked the request and logged the ip.

The site is still accessible with that ip so do I have to do something to unblock that ip ?

It blocks (and/or sanitizes) the dangerous request, not the IP.
So far, we don’t want to block IPs because too many legitimate visitors could be locked out of the site.

Yes, you have nothing to do.
Just keep an eye on the log to see what is going from time to time.
