I can’t access my WordPress website from another device because undercunstruction won’t deactivate even after deleting the plugin, also this id not the first time I am experiencing this.

Hi,

I also see Under Construction but that page is built using another plugin, apparently https://ww.wp.xz.cn/plugins/under-construction-maintenance-mode/ so you should reach out to them.
