    Is supposed UCSS to be like this?

    If it is an error I do not know how to fix it. Maybe it is about the theme but the page builder no longer exists. Is it important for SEO?

    that means you have some CSS syntax error

    yes , UCSS could be important factor

    I do not understand anything about it. I am just a user trying to get rank. If I can not repair that it is best to have its option (UCSS) on or off?

    you will need to use tool like https://jigsaw.w3.org/css-validator/ to verify and fix the CSS syntax error
