During running the wordpress 5 I’ve stumbled with an error on every load where the connection to ww.wp.xz.cn required, for example, functions
translations_api() , wp_update_plugins(), wp_update_themes()I am getting the error
An unexpected error occurred. Something may be wrong with ww.wp.xz.cn or this server’s configuration. If you continue to have problems, please try the support forums. (WordPress could not establish a secure connection to ww.wp.xz.cn. Please contact your server administrator.)
The error occurs on shared hosting, on local windows machine, on docker setup.
Tutorials about setup constants for the core update or filters for disabling filters for updates gave me nothing.

But as I described in the post: I am using docker, I tried on xampp, and I have installed that on shared hosting – everywhere the same error. Where should I look for the error locally at least?
