I went to her hosting provider and deleted the theme folder, thinking that might solve the problem. Nope!
Have you also tried:
– deactivating ALL (yes all) plugins temporarily to see if this resolves the problem (plugin functions can interfere). If this works, re-activate them individually (one-by-one) to find the problematic plugin(s).
– If you can’t get into your admin dashboard, try resetting the plugins folder by FTP.
– If all the above steps do not resolve the issue, then try MANUALLY updating. Download a fresh copy of the WordPress .zip file to your computer, unzip it, and use that to copy up all files and folders EXCEPT the wp-config.php file and the /wp-content/ directory. You may need to delete the old wp-admin and wp-includes folders and files on your server before uploading the new ones. Read the Manual Update directions first.
– Backup: If you haven’t already done, always backup everything (including your database) before doing any actions.

I’m trying to follow the instructions for resetting the plugins folder in the link you provided.
1. Via FTP or your host’s file manager, navigate to the wp-contents folder (directory)
Done.
2. Via FTP or your host’s file manager, rename the folder “plugins” to “plugins.hold”
Done.
3. Login to your WordPress administration plugins page (/wp-admin/plugins.php) – this will disable any plugin that is “missing”.
I’m getting stuck here. How do i get here? I tried [mysite].com/testsite/wp-admin/plugins.php and still get the error message.

If you have accomplished number 2, number 3 is not necessary.
When you rename the plugins folder (/wp-content/plugins.HOLD), does the error go away?
No, I get the same error when i try to go to the site:

Okay, following the instructions for manual update:
Step 1: Replace WordPress files
“1. Get the latest WordPress zip (or tar.gz) file.”
Done
“2. Unpack the zip file that you downloaded.”
Done
“3. Deactivate plugins.”
Already did earlier by renaming folder “plugins.hold”
“4. Delete the old wp-includes and wp-admin directories on your web host (through your FTP or shell access).”
Done
“5. Using FTP or your shell access, upload the new wp-includes and wp-admin directories to your web host, in place of the previously deleted directories.”

“6. Upload the individual files from the new wp-content folder to your existing wp-content folder, overwriting existing files. Do NOT delete your existing wp-content folder. Do NOT delete any files or folders in your existing wp-content directory (except for the one being overwritten by new files).”
Okay, question here. In my unzipped WP folder, the only “file” in there is “index.” There is also a plugin folder, and a themes folder. Do these instructions mean I only need to replace the index file? Or do I also replace the files in the folders?
“7. Upload all new loose files from the root directory of the new version to your existing wordpress root directory.”
I have no idea what #7 means.
