I can’t replicate the same on my site. Would you please confirm that the same happens when all the other plugins are deactivated? Also please test for a conflict with another theme, switch to a default WordPress theme.

I have the same problem. I have removed all other plugins as suggested Nastia and the problem persists. I am using the Twenty Seventeen theme with a child theme so that I can “Add a Custom Sidebar to Each Front Page Section and Page” as per the article “5 Excellent Ways to Hack the Twenty Seventeen WordPress Theme” by Jon Penland on Jan 03, 2017

Ok, solved the problem here. I had mistakenly not updated this website to wordpress 4.7 (I thought it had been updated already). I’d suspect that this is the issue for others as well: if they’re still running 4.6.1 or earlier I’m betting they’ll run into this scroll issue.
For the record: before updating to 4.7 I was also able to verify that the issue wasn’t caused by a theme or any other plugins.
I’ve now setup on a win10 laptop and problem is gone. I was using an xp laptop when problem suddenly appeared … I’ll just assume xp was the problem 🙂
