Updating to 7.6.46 breaks uploaded image formatting

I have rolled back to previous version, which fixed the problem.
The problem is that all new (and previous) images that users upload were shown twice, one was a div with an image and the second was a linked image.

I also noticed that a few very short comments were not in the right place, it was next to the previous comment instead of below it.
