Attempting to activate this plugin results in this message:
Uploads folder ../wp-content/uploads/wpallexport must be writable

The confusion is that this plugin is contained within a directory named wp-all-export. Should I change wp-all-export’s permissions? Create a new folder called wpallexport? Change the permissions on /uploads?

It sounds like you need to change the permissions for /uploads. See here for the suggested permission settings: https://codex.ww.wp.xz.cn/Changing_File_Permissions#Permission_Scheme_for_WordPress.
