upload limits php.ini

Hi there,
i’ve been trying for days now to transfer a blog on blogger to a new Wp installation with this plugin and I only had headaches:
Plan A) direct import from blogger export: posts and comments OK images VERY SLOW in 48 hrs almost continuous connection only 430 images imported (and we are talking about websized images)
Plan B) Blogger uploaded to WP.com site exported WP XML file but there was the limit of 2 MB upload so I changed a couple of parameters in several php.ini files (wp-content, wp-admin, wp-includes, wp-plugins) problem is there are 126 php.ini files in my installation!! Am i supposed to change all of them? Can you please put the defaul upload limit at 50 MB no existing site is less than 10 MB anyway, what’s the point of making this tool useless with such a low limit?
Anyhoo with plan B) now it apparently uploads the files but then gives me an empty page, so it doesn’t get to the following step that is to assign posts to authors it just stops there..
