Upload photo button weird behaviour

Hello, I encountered this when setting up member’s profile for client.

As you may tell, the button doesn’t call the file selector when the “Upload” text is visible, what I did was pressing <tab> on my keyboard which moved the selector away from the button which made the text disappear in the button. As the result, I can call the file selector when clicking on the button.

Please help me identify the issue and what went wrong here?
