Upload privacy problem

I have checed the option for ‘Access to files is only permitted to owner and administrators.’ but un-registered users can still see previous uploads which is a huge security problem. Ideally the user will only see their upload or the error message but I can’t find a way to do this. Is there a solution? If not, is there a way to change the error or confirmation pages so that they do not include any files on them? Thanks.
