Upload shortcode issue inside download folder

I want to have my upload folder inside the download folder so that users can also download what other users upload.

i have triple checked my directory names & path but something keeps getting in the way because the upload shortcode output :
File Up Admin Notice: The initial directory specified does not exist:
/wp-content/uploads/downloads/uploads

site root directory is enabled (if i choose WP install directory, download shortcode is showing up)

base dir 1 /wp-content/uploads/downloads
base dir 2 : /wp-content/uploads/downloads/uploads

download is working fine : http://www.stop-ttip-ceta-tisa.eu/en/downloads-2/

my problem is with upload : http://www.stop-ttip-ceta-tisa.eu/en/downloads-2/upload-4/

i’m probably missing something obvious, can you help me get it working ?
