Uploaded On time stamp incorrect

When I replace an image using ‘Just replace the file’ option it works well except that in the Save metabox on the Edit Media screen where it says Uploaded on: the time is incorrect. For example in a test image I make the initial upload:

Apr 15, 2019 @ 10:54

Shortly afterwards (a couple of minutes) I made a change to the image and used Replace Media and this changes to:

Apr 15, 2019 @ 3:08

So it must be using a different time zone setting for the replacement vs the original upload.

I have chosen the correct Timezone in WP’s General Settings but this is applying for the original upload only. Is there another time setting I need to change?
