Are you using the following, if the theme is from the WordPress search you can just choose install.
If you have downloaded a third party theme, download to your PC?
Then to Install:
Admin > Appearance > Install Themes > Upload?

Yes, its third party.
Admin > Appearance > Install Themes > Upload>Button”Choose File”
A window should open for me to choose a file, but when I click the button nothing happens.
So somehow the button event is not working properly.
And Im not very skilled in reading or writing codex to see if the event is pointing at a “broken” directory. (if thats even what it does..)

Do the other upload dialog boxes work, try it in the plugin’s area, test the upload to see if it is site wide.
If you get the same there, do you have a pop-up blocker enabled on the browser, do you get the same on a different browser?
I have just tested WordPress 3.0.4 with ‘Internet Explorer 8’ and the dialog window appears ok, as it is using the system file dialog for upload it looks like a pop-up blocker, or maybe another plugin might be the problem.

Just tried the plugin upload and still no dialog box. Its not t he pop-up blocker either.
I have been having problems with windows 7 lately, I cannot use the “save as” function in any program. Its been happening for about a week now. It may be the culprit. I will try to clean that up, and try again.
