Sorry for the delay. If you want your logged-in users to be able to access the shared uploaded PDF documents then you can do with with the help of the “User Registration Customize My Account” add-on. You can create a new tab and add a PDF document under that tab. Once you add the content/file, it will be shown to all the users after logging into their account dashboard.

At the same time if you want to do it without the help of the add-on then I recommend you to follow this documentation to add the new tab on the account page. Add the link of the PDF file using the href tag on the place where you write the content for the newly added tab.
