Glad to help. Normally this does not happen, so something must be interfering with normal functionality. My best advice is to try troubleshooting your theme and plugins to find out the source of the conflict. In that linked guide you will find sections for troubleshooting “themes” and “plugins”, if it will be useful for you. Just follow the steps and you should discover where things are going off track.
Let me know if I can provide any further infos, glad to help however possible.

I have disabled all plugins besides your plug in. I have also changed the theme. What I have came to realize is it only messes up when the user is on a mobile device and they use the camera to take a picture, instead of using one from camera roll. This is when it messes up. Any other suggestions?
Glad to help. That is correct, AFAIK there is no way to control the order of images that uploaded on mobile device, it’s just sort of how they work. This definitely is on my radar, however, so if it’s ever possible, I’ll definitely implement the technique.
