Upscale in Width as Well?

    The image will be upscaled to the exact dimensions (both width and height) as long as you enable cropping on the image format (by passing $crop = true to add_image_size)

    If you are using standard WordPress formats (small, medium, large), you need to create a new one using for example the plugin Simple Image Sizes first:
