The request time out means WeChat servers were enable to reach the server where your website is hosted. If it was an issue with the plugin, a different error message would be displayed.
I would recommend you to check the server setup, and possibly contact Tencent for more information.
I will mark the issue as resolved, because the issue relies outside of the scope of the plugin.

This is outside of the scope of the plugin: what’s happening is WeChat servers cannot reach your server host when it sends its requests.
On another note, something that may be useful information for you: the Time To First Byte when reaching /weixin-reponder from my home connection is more than 3 seconds, which is a high value. By comparison, all the other sites I know of with the plugin installed got a TTFB of less than 1 second.

“From the google speed page tool I notice that Time To First Byte is 1.6 – 1.7 seconds. Even if the developer’s terminal takes 3 seconds, that’s not why the timeout appears. It should inform you or identify in which communication the timeout is made and increase the appropriate limit either from you or from us upon your suggestion. The request timeout in 3 seconds is too short a time”.

Google Pagespeed or Cloudflare are both services hosted and happening outside China, and WeChat (or other services hosted inside China) are very sensitive to that. I suspect this is the reason why you’re experiencing issue. As per Chinese cybersecurity law, your website should be hosted in China in the first place because it deals with user information (user accounts, WeChat public information, etc), where there would be no connection issues.
