    Is there a way to use this to assign a Star Rating in a Testimonial CPT? I want to select a certain number of star icons, maybe with the ACF Range field, then output that number of stars in a Loop block. Is it possible?

    Unfortunately not, it’s not the design of the plugin. It’s indented to create a field to select an icon, but not to loop it. If you use the PRO version of ACF, I highly recommend looking into the ACF Block creation.
