Use “After HTML Element” after specific element count

Hi guys, I’d like to ask if there’s a way for this:

Let’s say in a blog post, I have 9 <hr> tags. I only want to insert an ad every after 3 <hr> tags. Is this ever possible with Ad Inserter? Please help.
