We would like to use WP-PostRatings as an API or web service in order to rate articles on our WordPress site from an external application. Is this possible?

You will probably have to write your own API on top of it. But since PostRatings does use http://codex.ww.wp.xz.cn/WordPress_Nonces to validate the req, your API would bare that in mind.
