Use on Multisite

How can I get this to work on multisite.

I have made a copy of the admin role and called it owner.

Now when someone registers and creates a site they are automatically made an admin by default of their site http://www.example.com/site1.

But when I try to hide things om my test user (not super admin) this stuff does not get removed.

Any help would be nice. Thanks
