Yes it is possible but some of the recommended steps for content audit relies on traffic to work properly. In the case of GA being disabled, these recommendations will be missing.
Just add this line to the functions.php file of your theme:
define( 'AHREFS_SEO_NO_GA', true );
That will disable the GA requirements.

Unfortunately not at the moment. What analytics tool are you using?
Because of european GDPR I use only the local tracking plugins Statify and Koko Analytics at the moment. They do not track any personal data and dont set cookies.
You cannot compare them to GA of course, but its enough to know, how many pageviews every post and page gets.
