I like using: https://ww.wp.xz.cn/plugins/simple-history/ – I am not sure how much order edits it can pick up on, but I suppose since it is free it is worth a shot.

The free WooCommerce plugin itself does not include any features that would allow you to see who edited an order on your site. For that, you’d need to use a plugin that added such functionality.
